Alteration costs can vary by the complexity of the work, how the seams were finished, how much fabric is there to work with, is there a lining, and how many times something has been altered. 

Be open. There is a limit to what I can alter. If something cannot be altered, we might be able to find a work-around. 

Good alterations need time and fittings. In-person fittings are necessary. 

Depending on whether the jacket sleeve can be taken up/down from the end or from the shoulder, adjusting the sleeve length can be cheap or expensive.
